Technical Assistance to the Ministry of Education, Youth & Sport on Child Friendly Strategies for Ethnic Minority Communities
The Government of Cambodia is committed to improving the quality and accessibility of education and achieving the goals of Education For All. To this end, the Ministry of Education, Youth and Sport (MoEYS) has contracted CARE as a technical advisor on two important initiatives:

The National Action Plan for the implementation of early childhood education on the development of preschools for ethnic minority children
-
The scale up of bilingual primary education for ethnic minority children.
Based on the model of bilingual preschools developed in CARE’s Bending Bamboo project, this technical assistance project will support MoEYS to initiate and scale up early childhood education in ethnic minority communities. This will include training preschool teachers, developing curricula and working at the policy level.
Similarly, CARE is continuing to support MoEYS to scale up bilingual primary education based on the Ministry’s Bilingual Education Guidelines. This will include training Core Trainers from four provinces on bilingual education within the Provincial and District Offices of Education
Objectives

To support the Ministry of Education, Youth and Sport to develop and expand bilingual education for ethnic minority students
Key activities
Project activities include:

Provide technical assistance to facilitate the development and expansion of bilingual education in four provinces, Ratanak Kiri, Mondul Kiri, Stung Treng and Kratie

Develop culturally appropriate teaching and learning materials to support bilingual education

Conduct training for primary school and preschool teachers on bilingual methodologies

Provide training to Core Trainers within the Provincial and District Offices of Education

Upgrade the academic skills of primary school and preschool teachers in Khmer and mathematics
-
Develop tools to monitor and evaluate the success of the bilingual education scale up in four provinces.
