Project Manager for Global Learners

The Global Learners Project is a new project aimed to increase the capacity of Cambodian youth in- and out-of-school for collective action to identify and address local problems using Global Citizenship Education concepts focused on key thematic areas (Peacebuilding & Conflict Resolution; Youth Leadership; and Community Development). The project will work with 30,000 youth between the ages of 15 and 24 with a strong focus on ethnic minority girls and boys living in eight target provinces, as well as those who are enrolled in approximately 35 secondary schools.

The Project Manager - Global Leaners will be primarily responsible for overseeing project activities and managing the project team to ensure effective implementation. The Project Manager will be responsible for a wide array of tasks, from managing relationships, overseeing budgets, identifying risks and solving problems, tracking project progress and deliverables, contributing to donor reporting and coordinating with other teams to meet the needs of the project. Ensuring the ongoing positive partnerships with senior officials within the target Provincial Offices of Education is an essential aspect of this position.

CARE is seeking a candidate who has experience with and understands the education system in Cambodia, as well as a strong background in project management. It is essential that the candidate is organised and able to manage competing priorities, while also providing leadership to others. The candidate must be able to work both independently and collaboratively within a team. A commitment to gender equality, women’s empowerment and social inclusion are essential.

I. Duties

  • Oversee and manage a small team of direct reports, including leading effective teamwork, relationships, team meetings and communications among the team;

  • Lead and execute the project and its activities according to the project proposal, donor contract, deliverables, and budget to ensure high-quality outcomes;

  • Collaborate with the team to manage risks and overcome or adapt to project management challenges and obstacles;

  • Produce high-quality oral and written reports on project progress, contributing to donor reports by required deadlines;

  • Work with a range of internal teams to ensure that the logistical, procurement, financial, security, and human resourcing needs of the project are well coordinated to ensure effective project implementation;

  • Develop and maintain partnerships by working closely with the senior leadership of Provincial Offices of Education (POEs) in the target provinces;

  • Demonstrate an understanding of gender equality, women’s empowerment, social inclusion and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity; and

  • Uphold and promote CARE’s commitment to Child Protection and the Protection from Sexual Harassment, Exploitation and Abuse.

II. Requirements

  • Minimum of Bachelor’s Degree in Education, Environmental Science and/or minimum of 5 years of relevant experience teaching and/or training, preferably with an International Non-Government Organisation (INGO) and/or private company;

  • A minimum of 3 years of experience in project management with demonstrated experience following standard policies, procedures, and processes and ensuring the implementation of detailed transactions;

  • Ability to work collaboratively with project teams, and manage multiple tasks, and make informed decisions in a fast-paced environment with frequently changing priorities;

  • Ability to work independently, stay ahead of schedule, and know when to escalate a problem;

  • Excellent written and verbal communication skills in both Khmer and English;

  • Strong time management and organisational skills, including the ability to prioritise multiple tasks;

  • Proven experience in and understanding of the education system in Cambodia, in particular policies, guidelines and teaching methodology;

  • A willingness to learn about CARE, gender equality, women’s empowerment and social inclusion;

  • Demonstrated leadership, interpersonal skills, critical thinking and analysis, sound judgment, planning, problem solving and team building skills; and

  • Excellent skills in Microsoft Office with knowledge of Microsoft Word and Excel and intermediate numerical skills.

  • Public Holiday: CARE Cambodia the mandated public holidays based on the Prakas by the Ministry of Labour and Vocational Training.

  • Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If employees have to work during the weekend or on public holidays due to requirements, they will be entitled to Time Off In Lieu.
