Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.

CARE is seeking a qualified national candidate who is enthusiastic and talented to fill the position Finance Officer based in Phnom Penh with regular travel to other sites as required.

Salary Range: $660 - $697


Your major responsibilities will be varied and will include:

  • Review payment vouchers under Mission Budget and other projects as assigned

  • Provide back up in processing payments and staff’s payroll

  • Coordinate with Program team to collect supporting documents for requesting a new Project Number, Fund Code and COA

  • Prepare COA of new Projects and request for additional code

  • Prepare journals of Project’s Budget and Costed Work Plan

  • Assist in preparing Project’s journal adjustment as requested from Program team

  • Prepare Project’s report template

  • Prepare fund transfer requests as per contract or IPIA payment schedule and submit to donor/CARE Member Partner

  • Provide documentation to both internal and external auditors as required

  • Prepare accruals of suppliers’ invoices at year end or project end

  • Prepare daily update of FINSUN Riel and USD for Country Office

  • Ensure the annual tax return is properly filed to the Tax Department

  • Minimum Bachelor degree in Accounting, Finance or other related fields and/or minimum 2 years relevant work experience, preferably with an International Non-Government Organisation (INGO) and/or private company

  • Demonstrate experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions

  • Demonstrate good interpersonal skills, sound judgment, planning, problem solving and team building skills

  • Demonstrate characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality

  • Good communication skills in Khmer and English

  • Good in Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numeric skills (knowledge of SUN systems is an advantage)

  • Public Holiday: CARE Cambodia the mandated public holidays (22) based on the Prakas by the Ministry of Labour and Vocational Training.

  • Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If those employees have to work during the weekend or public holidays due to requirements, he/she will be entitled to Time off in Lieu.

  • Remote Duty Station Allowance: Giving an understanding on some challenges facing by staff that moving to field offices at north eastern provinces, CARE Cambodia provides extra allowance to staff who has no permanent address at filed offices.
