Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.
CARE is seeking a qualified national candidate to fill the position of Senior Project Officer-COVID-19
Response under VF foundation grant, based in Phnom Penh with frequent travel to the factories and
the target community in Phnom Penh.
Salary Range: $811- $872
Note: this is a short-term position for 6 months only to support the emergency response
project. This position is pending funding
I- RESPONSIBILITY:
Your major responsibilities will be varied and will include:
Organise relevant meeting/training workshop key networks amongst stakeholders such government, GMAC, representative female garment workers, youth/female network other agencies under project;
Lead team work collaboratively the target factory, local authority line department deliver training awareness raising COVID-19 prevention, SRH messaging protection gender-based violence (GBV), the in-production factory workers the target community where lived in;
Coordinate support local health GBV providers provide accessible, essential in communities where factory workers live;
Build connection partnership factory team, local authorities line ministry distribute hygiene sanitation kits suspended/laid-off workers;
Participate broader impacts innovation, through capturing lessons learned building credible evidence effective approaches;
Provide ideas actively contribute the evolving direction the SMW garment workers through provision technical advice on knowledge, experience analysis, both the and levels
Engage maintain relationships NGO partners other relevant stakeholders, representing CARE at partner meetings planning sessions;
Represent CARE meetings relevant stakeholders promote CARE’s garment factory programs;
II- SELECTION CRITERIA:
Minimum Bachelor Degree in Development Study, public health, or equivalent
Relevant work experience in the emergency response or gender-based community development, preferably with an International Non-Government Organisation (INGO) and/or private company;
Good understanding on situation and needs of garment factories workers to social protection services and GBV protection and response;
Proven skills and experience in partnership with government, develop the training session, organising and conducting the workshop, facilitating training and capacity-building, including an understanding of adult learning principles;
Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions;
A willingness to learn about CARE, gender equality and women’s empowerment activities;
Demonstrated good interpersonal skills, sound judgment, planning, problem solving, critical thinking and team building skills;
Demonstrated organisational and time management skills and ability to work under pressure and to meet deadlines;
Demonstrated characteristics in honesty, reliability, integrity with the ability to maintain confidentiality;
Excellent communication skills in Khmer and Medium English skills would be sufficient; and
Familiar with Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numeric skills. Ability to develop or design advanced excel or other database programs is an advantage

Public Holiday: CARE Cambodia the mandated public holidays (22) based on the Prakas by the Ministry of Labour and Vocational Training.
Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If those employees have to work during the weekend or public holidays due to requirements, he/she will be entitled to Time off in Lieu.

Remote Duty Station Allowance: Giving an understanding on some challenges facing by staff that moving to field offices at north eastern provinces, CARE Cambodia provides extra allowance to staff who has no permanent address at filed offices.
