Today, CARE focuses on empowering particularly marginalized and vulnerable women in Cambodia, including urban women who are marginalized by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.
CARE is seeking one qualified national consultant to conduct baseline survey in 6 garment factories around Phnom Penh area.
I. PURPOSE OF THE JOB:
The consultant is expected to conduct data collection using tool questionnaire with garment factory employees (worker and staff) and prepare report for this baseline survey. The tool was adopted from the current CARE STOP project.
The major responsibilities will be varied and will include:
Understand data collection tools, methodology and sample selection method provided by CARE.
Provide the training to enumerators on the questionnaires and facilitators for methods and adherence to ethical process including informed consent and referrals to service providers.
Develop data entry cells using electronic data collection for any open source software for the survey. The quantitative data collection tools need to be in both khmer and English language.
Upload the tools into an electronic data collection platform for use with mobile phones or tablets.
Conduct quality control to ensure accuracy, consistency and completeness checks in electronic data and qualitative data.
Manage data collection process to ensure quality of data collected and adherence to ethical process including informed consent, referrals to service providers and debriefing of enumerators
Develop an analysis framework, noting the need for (a) triangulation at multiple levels (between respondent groups and between qualitative and quantitative data) and (b) data age, sex and disability disaggregation. It is expected that the analysis framework will include a summary plan of how variables will be compared and cross-referenced using statistical tests (the consultant is expected to provide a full statistical analysis of the data collected, not only descriptive statistics; and to triangulate statistical results with qualitative data). This includes cross-referencing data from different respondent groups to identify variables that may act as predictors of positive and negative outcomes.
III. SELECTION CRITERIA:
Experience in field research in gender-based violence including sexual harassment in garment factories and private sector responses to sexual harassment.
Experience in working with garment factories.
Proven track record in conducting mixed methods survey, including but not limited to evaluation design; development of KAP surveys and quantitative monitoring tools; development of participatory tools; training and supervision of research teams; data collection, data quality control management; quantitative analysis (including advanced statistics).
Excellent writing skills in English.
Capacity to deliver outputs in a timely manner.
