JAN NOORLANDER
Deputy Country Director
Program
Jan Noorlander is the Deputy Country Director of CARE International in Cambodia. With over 20 years of experience working in Cambodia, Jan joined CARE in 2002 and worked the first decade in the northeast of Cambodia on programs for Indigenous people.
Currently based in Phnom Penh, Jan oversees a large portfolio of projects consisting of inclusive governance, women’s economic empowerment, life free from violence, and workers well-being and education. He leads on program quality by managing the Country Office’s the senior program managers and the technical advisors on MEAL and education, with a particular focus on CARE’s goal of strengthening gender equality and women’s voice.

SOKKHEANG MENG
Deputy Country Director
Program Support
Sokkheang Meng is the Deputy Country Director for Program Support at CARE International in Cambodia. Sokkheang is in charge of overall CARE’s program support. He is managing CARE business included Finance and operations. He brings an extensive experience over 17-years in finance and support services from various local and international development organisations into the management role in CARE structure.
Sokkheang hold a postgraduate degree in Finance and Accounting, and he is currently studying CPA Australia toward the Certificate of public accountant.

SOPANHA YIN
Deputy Finance Director
Sopanha Yin is the Deputy finance Director of CARE International in Cambodia. Sopanha is responsible for managing the overall CARE Cambodia mission budget and country office financial management. She has 18-year experience in Administration and Finance with various international development organisations, private sector, international agency and embassy.
Sopanha holds a bachelor degree in Economics, specialising in Enterprise Management, and she is working toward ACCA qualification from UK.

SOKCHAN PHOEURN
Senior Program Manager
Inclusive Governance and Social Accountability
Sokchan Phoeurn is the Senior Program Manager for Inclusive Governance and Social Accountability at CARE International in Cambodia. Sokchan oversees financial and program management , provides technical support to staff and local NGO partners to effectively implement CARE’s program quality strategies relating to social accountability frameworks, good governance, poverty alleviation, gender transformative, women’s empowerment and marginalised ethnic minorities. He has over 10 years of experience working in good governance and policy research.
Sokchan holds a Master’s Degree in Development Management from Khon Kaen University of Thailand and a BA in Sociology at the Royal University of Phnom Penh, Cambodia.

DANET SENG
Senior Human Resource Manager
Danet Seng is the Senior Human Resource Manager of CARE International in Cambodia. Danet works across the different functions of human resources such as recruitment and selection, compensation and benefits, staff’s capacity building, employee relation, staff’s performance and talent management. Before staring her work with CARE Cambodia, she has more than 6 year experienced in HR field within local and international organisation included two years in management.
Danet is holding a Master Degree of Business Administration from Pannasastra University of Cambodia.

SOPHOAN CHAN
Gender Advisor
Sophoan Chan is the gender advisor of CARE International in Cambodia. Sophoan is responsible for supporting CARE Cambodia's work to promote gender equality and women's empowerment by raising visibility with staff and partners, providing strategic guidance and gender-transformative approaches for program development and implementation, and leading capacity building for external stakeholders.
Sophoan has more than 11 years experience working on women empowerment and gender equality at all levels. She holds a BA of accounting and taking Master Degree in International Relations on Peace and Development at Panasastra University of Cambodia.

SOVATTHA NEOU
Country Director
CARE Cambodia
Sovattha Neou joined CARE in July 2021 and is responsible for overall CARE International’s development and humanitarian program in country office of Cambodia.
“I am very excited and honored to be part of a leading INGO working to empower ethnic minority & socially marginalized women & girls in Cambodia.”
Sovattha Neou brings with her an extensive experience in both program, organizational development and management with various international organizations with focus on livelihood enhancement, good governance, and gender equality. She holds a Master’s degree in Production Chain Management from Van Hall Larenstein University in the Netherlands.

SOPHEAK KANN
Project Manager
Made by Women
Sopheak Kann is the project manager of “Made by Women” initiative. With over 5+ years of experience working with CARE Cambodia, Sopheak is an experienced project manager, leader and trainer. Driven by her passion and skillsets, she takes pride in providing the best technical assistance in partnership management, project implementation/management, capacity building, monitoring and coaching, and GBV and sexual harassments prevention. In addition to her primary roles, Sopheak also is a staff representative, and has been recognized by the organization for her extraordinary commitment toward CARE core values “Courage”.
Sopheak hold two Bachelor Degrees in Business Management from the National University of Management (NUM) and a Bachelor Degree in Law from the Royal University of Law and Economics (RULE).

NITHI THON
Project Manager
Multilingual Education
For over 13 years of joining CARE, Nithi Thon has been a noteworthy project leader of Multilingual Education Program (MLE) in Mondul Kiri. She’s an experienced project manager, trainer and implementer. Driven by her expertise in education, Nithi takes pride in providing the best technical support on multilingual education to partners and government agencies.
Her goals include having empower ethnic minority youths, particularly, girls in rural schools by advocating and working closely with MoEYS to have include the gender transformative approaches in education and communities in the Northeast Cambodia.
She hold a Bachelor Degree in General Management from Build Bright University (BBU) and certificates of pedagogy from the Teacher Training Centre in Cambodia.
