Joint Press Release: European Union supports Cambodia’s Green transition

Phnom Penh, 10 April 2025: H.E. Igor Driesmans, the European Union Ambassador to Cambodia, alongside H.E. Eang Sophalleth, Minister of Environment, and H.E. Prak David, Secretary of State, Ministry of Agriculture, Forestry and Fisheries, has introduced two new EU-funded initiatives aimed at advancing Cambodia’s green transition entitled “Accelerating Sustainability in Cambodia’s Agri-Food System” (ASCA) and “PlasticSmart Cambodia”. These initiatives reflect the EU’s resolute commitment to support Cambodia’ pursuit of a low-carbon, resource-efficient economy, and seek to address systemic challenges within the agri-food sector and plastic waste management.  The initiatives were developed in collaboration with MAFF and MoE.  

Led by People in Need, ASCA aims to decarbonise the agricultural value chain by promoting sustainable farming practices through a market-based approach, the development of innovative carbon-based fertilisers and the introduction of green agriculture technologies.   

PlasticSmart, led by CARE Cambodia, addresses plastic waste by promoting sustainable consumption and production (SCP) practices. This initiative targets the food and waste management value chains within the garment industry, enhancing waste segregation practices and encouraging the use of eco-friendly materials, again through a market-based strategy. 

Speaking at the event, the EU Ambassador, H.E. Igor Driesmans emphasised the importance of the green transition for future growth strategy, and the need for trusted partnerships: “As we face the escalating realities of climate change, it is imperative that environmental sustainability becomes the cornerstone of our development and growth strategies. To meet international goals like the 1.5°C target, we need to move from commitments to actions, mobilising financial resources, enhancing knowledge and capacity, and fostering collaboration. The two new EU initiatives launched today supports Cambodia on this journey.”

Reinforcing the Circular Strategy on Environment 2023-2028 and Cambodia’s Long-Term Strategy for Carbon Neutrality 2050, H.E. Eang Sophalleth further emphasised that “the Ministry of environment is committed to managing and reducing plastic waste through its Circular Strategy on Environment 2023-2028 and Cambodia’s Long-Term Strategy for Carbon Neutrality 2050, which emphasizes a Clean, Green, and Sustainable approach. The country has launched impactful campaigns such as “Today I Don’t Use Plastic Bag, “Clean Cambodia, Khmer Can Do,” and “National Roads without Plastic waste.” These initiatives aim to inspire citizens to adopt environmentally responsible behaviors and engage in actions that conserve our natural resources.

By promoting clean habits and a love for greenery, we are working towards a sustainable future in communities, including communes, schools, temples, factories, cooperatives, and villages. Cambodia is actively engaged in international efforts to combat plastic pollution, demonstrating its commitment to environmental sustainability. The country is focused on implementing the Bangkok Declaration to address rising marine debris levels, supporting the ASEAN Framework of Action on Marine Debris, the Plastic-Free initiative in the Greater Mekong Subregion (GMS), and the UNEA Resolution that advocates for a legally binding international instrument to eliminate plastic pollution. These initiatives reflect Cambodia’s proactive stance in addressing this global environmental challenge.”

H.E. Prak David underscored the importance of partnership and the contribution of these EU initiatives to sustainable development in Cambodia “Today’s launch of the two new EU-funded initiatives marks another milestone in Cambodia-EU partnership and presents new opportunities to accelerate Cambodia’s green transition. These initiatives will contribute to transforming Cambodia’s agriculture into a more resilient, inclusive, and environmentally sustainable sector, contributing meaningfully to our national goals and global commitments.”
